A Regenerative Cultural Landmark by Oxbow Architecture and Richard Kroeker Celebrates Indigenous Knowledge and Community Renewal

The Muscowpetung Powwow Arbour, designed by Oxbow Architecture in collaboration with architect Richard Kroeker for the Muscowpetung Saulteaux Nation in Saskatchewan, Canada, has received both the Architizer A+ Award and the 2026 Governor General’s Medal in Architecture.

The project has been recognized by two of the most prestigious architectural awards at both the international and national levels. Presented by the Royal Architectural Institute of Canada and the Canada Council for the Arts, the Governor General’s Medal in Architecture celebrates excellence in Canadian architecture, while the Architizer A+ Award highlights outstanding projects on the global stage. The recognition reflects the Muscowpetung Saulteaux Nation’s commitment to cultural continuity and community-led development.

A Circular Gathering Place Rooted in Saulteaux Tradition

Located on Treaty 4 territory in southern Saskatchewan, the Muscowpetung Powwow Arbour serves as a vibrant cultural gathering place and the focal point of annual summer powwow celebrations. The design draws inspiration from Saulteaux material culture and the symbolic significance of the circle. Developed through extensive consultation with Elders and community members, the clear-span circular structure recalls traditional lodges while creating a lightweight roof that appears to float above the prairie landscape. The completed Arbour spans 1,275 square metres and accommodates up to 2,500 spectators and 1,000 dancers.

Architecture That Gives Back to the Community

More than a cultural venue, the project was conceived as a catalyst for local economic development. Construction relied heavily on local labour, while building methods were selected to align with regional skills and available resources. The Arbour embodies the Saulteaux concept of Mino-pimatisiwin, meaning “live a good life.” The project combines cultural revitalization, community well-being, and climate action through a regenerative design approach. Constructed from regionally sourced round timber and built with local labour, the structure reflects traditional knowledge while embracing climate-responsive and resource-efficient building practices. The open centre of the conical roof allows natural daylight to reach the vegetation below, creating a seamless relationship between architecture and landscape.

Reducing Carbon Through Whole-Life Design

A Whole Life Cycle Assessment guided material selection and structural decisions throughout the design process. Compared to a conventional steel structure, the timber-based design achieves an estimated 68 percent reduction in embodied carbon emissions. The use of Structural Round Timber in place of engineered glulam further reduces embodied carbon by approximately 20 percent per structural member. Structural Round Timber requires minimal processing, preserves continuous wood-fibre orientation, and shortens supply chains by eliminating extensive manufacturing and transportation requirements. In addition, the tripod column configuration allows the use of smaller-diameter trees, reducing the need to harvest larger timber resources.

Prairie Restoration and the Path to Carbon Neutrality

The project extends beyond the building itself to include the ecological restoration of approximately 6.2 hectares of land. Former agricultural fields are being transformed into native perennial prairie ecosystems. The restored landscape is expected to sequester approximately 12.3 tonnes of CO₂e annually. An additional 10.5 tonnes of CO₂e emissions are avoided each year through the cessation of intensive agricultural practices. Together, these strategies place the project on track to achieve carbon neutrality by 2031.
